seasonality factor, rough estimates:
summer: 0.3-0.4
spring: 0.6-0.7
winter: 1

so if everything else still multiplies to a number >3, summer won't help. but if the rest terms multiples to 2.x, then summer will gradually see COVID19 to quiet down.
