Ah oui, tiens, on n'a pas fait de billet sur les stats de ce mois-ci. Mois le plus court de l'année, mais légère hausse malgré tout par rapport à mars.

KY, on ne publie pas suffisamment d'articles pour se permettre d'étaler. Le jour où on aura doublé notre quantité de billets (une vingtaine), on pourra y songer. On s'efforce de publier chaque jour des articles variés (dans les diverses catégories, analytique ou plus léger, libéral hardcore ou plus soft, sur le ton de l'humour ou plus sérieux, etc.). En publiant l'ensemble entre 8h et 10h, c'est s'assurer que tout lecteur qui arrivera à n'importe quel moment de la journée trouvera un article qui correspond au type de billet qu'il recherche…

Sauf erreur de ma part, il n'y a plus de traduction en rade qui n'aurait pas été publiée. C'est bien ça ? Blueglasnost, la traduction de l'article sur GM, c'est une bonne idée, d'autant plus qu'on parle pas mal de GM dans la presse française en ce moment en raison de projet d'alliance avec PSA…

Il était très bon ce billet, d'ailleurs. On aurait dû le passer ensuite en catégorie éco pour le faire durer un peu, comme on fait parfois…

Moi, je le trouve pas mal du tout cet article. On peut juste lui reprocher de ne pas être assez incisif sur les critiques du point de vue keynésien. Je trouve qu'il a sa place dans CP. ça fera peut-être réagir quelques lecteurs, mais un peu de débat, ça ne fait pas mal… C'est Lex qui programme ce soir et demain, je ne sais pas s'il a prévu de l'intégrer. Sinon, je le placerai mercredi. J'en profite pour te redire un grand merci pour tout le boulot que tu fais au niveau des traductions, Nicolas.

En regardant dans le google doc hier soir tu aurais pu voir qu'elle était programmée pour ce matin. Et elle était très bien ta traduction, je n'avais quasiment aucune correction à apporter, c'était parfait ! Un grand merci.

Ah, le new public management. ça ne fonctionne pas parce qu'il y a un décalage (voire une contradiction) entre la "philosophie" du truc (le discours) et la façon dont c'est compris et mis en oeuvre sur le terrain (les pratiques). A mon humble avis, ce n'est pas si débile le NPM. Ce qui pose souci, ce ne sont pas les idées en elles-mêmes, portées par le NPM, mais la gestion du changement, c'est-à-dire le passage de la gestion bureaucratique au NPM. On a une organisation qui se veut décentralisée mais qui est imposée top-down. On se retrouve donc devant de belles injonctions paradoxales.

Le "discours managérial", ça n'existe pas. Un peu comme "néolibéralisme", ça peut désigner tout et son contraire, ça ne recouvre aucune réalité clairement définie.

Je n'ai pas lu cet ouvrage de Mises, mais je suis très sceptique avec ce premier résumé que tu en fait. 1. Il y a de nombreuses entreprises qui sont organisées de façon bureaucratique et qui sont très rentables ainsi. 2. Le fonctionnement d'une bureaucratie peut être évalué en termes monétaires : en contrôle de gestion, on appelle ça un "centre de coûts" et il existe toute une batterie d'outils adaptés. Bien sûr que si. D'ailleurs, les mesures de productivité les plus fiables sont celles effectuées hors "effet prix", en volume. Ce qu'on ne peut pas mesurer c'est la rentabilité.

(1) Thus a new “troika” has been set in motion with the mission of plotting a course for the Union to survive its existential crisis. Paraphrasing Nikolai Gogol’s famous lines, (2) one needs to ask what this troika-ing means, and where it is taking Europe. Winged troikas tell me who invented you? Come what may, the Union churns directives, policy papers and summits. Its triple-headed executive, an institutional troika of sort, is now resorting to technocratic troikas as governance tools. The supranational polity’s “executive” is essentially a troika constituted by the unelected Commission president, the Council rotating Presidency, and since the entry into force of the Lisbon Treaty, the unelected European Council president. (3) The Treaty formalized the trio format for the rotating Presidency which has now to push and shove for influence on an array of over-lapping competences with a president (H. Van Rompuy) and a foreign policy chief (C. Ashton). To sum up, a troika of states working in a troika-ed Council within the troika-esque executive dominated by the Franco-German tandem has set off to save the Euro. In this thankless heroic task, trio driver Denmark is assisted by Poland, another non Euro-zone member. Cyprus has joined the northern pair although how a divided state with an unresolved conflict of its own will contribute to keeping together a disuniting Union remains to be seen. Although the need to “stream line” governance is always cited to justify new treaties, all we get from Eurocrats is more technocratic complexity. What does this awesome motion mean? According to leaders and pursuant the Treaty, the Union is gracefully gliding towards a dawn of eternal peace and prosperity. Unfortunately, hard facts are not so rosy. Troikas have often been sent to resolve crises outside Fortress Europe but they are now needed to sort out its sovereign-debt mess. In Greece, the EC-ECB-IMF troika has met with little success and mostly hostility from the people. The Brussels-approved government is warning that without more bail-out funds, it may have to exit the Euro-zone sending fears of Euro-disaster. (4) IMF chief Christine Lagarde hastened to state that the common currency was not threatened. Adding German gravitas to French grandeur, finance minister Wolfgang Schauble echoed her pronouncement. Quid these awesome words? “It’s the usual rhetoric over substance" as Raoul Ruparel from the Euro-realist think-tank Open Europe aptly points out. (5) Europeans, whither are you speeding to? When the sovereign-debt bubble was quietly inflating without the “guardian of the Treaties” (Commission) bothering to ring alarm bells, integration had been compared to riding a bicycle. What mattered was the “process”. Where the Union was heading to was considered secondary. Fearful that their Project would fall down, the élite promoted integration over economic reason. In any case, Jean Monnet’s functionalist approach had ensured that integration would gain a momentum of its own, irrespective of political dithering. (6) One directive led to another. The brighter future was round the next common policy… In 2012, recession will hit people hard. (7) Investors demand more than political incantations of “closer Europe” (fiscal policy) to address the insolvency of governments. Pre-Lisbon, a rethink of the Union was necessary but none came. Now under unprecedented strain, it is unravelling faster than policy-makers can stem the damage. Contrary to the ECB storyline, the only fantasy about the European troika is its Federalist bell ringing in the storm, not the possible end of the Euro.
